Dr. Richard Watuulo is an accomplished Linguist and English Language Specialist based at Uganda Christian University's Faculty of Education and Arts with 15 years’ experience in academia. Currently, he serves as the Dean, Faculty of Education and Arts at UCU.

Dr. Watuulo holds a PhD in English Language Education from the University of Portsmouth in the United Kingdom with specialization in Curriculum and Materials development. His professional and research interests revolve around Educational Media and Materials development. He attained his Bachelor of Education from the Institute of Teacher Education, Kyambogo and Master of Arts in Applied Linguistics and Teaching English as a Foreign Language (TEFL) from the University of Portsmouth in the United kingdom.

Dr. Watuulo has trained Linguists in Language Education, Curriculum and Materials development and Literature in English. A Seasoned external examiner, Dr. Watuulo has examined Masters and PhD Thesis for a number of universities in East and South Africa and the USA. He is a member of the Basic Education Working Group (BEWG) of the Uganda Ministry of Education and Sports.
